Get Frederix Ferd to give NCI a copy/trans version of Ferd's translator

Get Frederix Ferd to give NCI a copy/trans version of Ferd's translator so that we can pass it on copy/no trans so that helpers, LOs and Sr. LOs can pass them on to newbies.

While WE will be getting copy/trans, Frederix's intent is that it NOT be transferable (thus not reslleable). Once given to us, we MUST pass it on as no-trans. This is the rule and the agreement.
